Is it illegal for my husband to remove me from his health care, we are still married? PLEASE HELP?

OK.. California is a community property state. That means that, even though you are separated you each are still co-owners of everything until the date of legal separation. That includes assets AND bills.
The grey area is the fact that you do not live together and have not for some time – presumably without any of the other actions and interactions associated with marriage. That might be enough to back date the legal separation.
I would wonder, however, why he has removed you from Kaiser. Most of Kaiser’s family plans cover the husband and the wife at no extra charge so there would be no real reason to remove you except perhaps for spite or if he had inserted someone else as his ‘wife’.
Is there a reason that you do not file for the divorce. Even if you do not carry thru with the divorce, you would be entitled to your fair share of the estate. California is a no-fault divorce state so you do not have to have any more of a reason to file then that you simply do not wish to be married. The initial filing will set the ground rules and make you both aware of them.
Assuming you have asked your husband about thie matter and he has blown you off, I would go see a lawyer about this and then make an informed decision.
